Rainbow Castle Childcare, a nursery located in Elgin, has announced its impending closure at the end of the summer term, specifically on June 27. This decision comes after a prolonged and unsuccessful search for a new nursery manager, leaving the facility without specialized leadership since early March.

The nursery currently caters to 57 children aged between two and five years, and the lack of a qualified manager has raised significant concerns regarding the welfare of the children and staff.

Regulatory challenges and temporary management issues

The Care Inspectorate, which oversees childcare standards in Scotland, had previously identified the nursery as having “weak” leadership and management.

This assessment was made during a period when the facility was operating without a dedicated manager. Temporary management arrangements involving Moray Leisure Centre were deemed insufficient to meet the long-term requirements set by the Care Inspectorate. As a result, the nursery has been unable to ensure a suitable candidate would be in place by the September 1 deadline, prompting the decision to close.

Impact on families and staff

Parents were informed of the ongoing recruitment challenges in April and were advised to seek alternative childcare options for the upcoming 2025/26 term. In response to the closure, Moray Council is reallocating childcare places to other local nurseries, and Moray Leisure Centre is providing support to families during this transition. The situation has also affected the 13 staff members at Rainbow Castle Childcare, who have been consulted regarding potential redundancy and kept updated on developments.

Community response and future considerations

Alexandrea Macleod, the operations and finance manager at Moray Leisure Centre, expressed regret over the situation, stating, “Unfortunately, despite extensive efforts, we have been unable to find a candidate with the necessary experience.” She highlighted that the Care Inspectorate’s requirements coincide with a need for significant investment in the building to meet modern standards for nursery provision. This dual challenge has made it impossible to recruit a nursery manager or offer the facility to other providers.
