This initiative sought to revitalize the site of a former pony trekking and zorbing center, which had closed due to the effects of the Covid-19 pandemic.

Proposed development details

The application seeks partly-retrospective consent for holiday units and additional infrastructure situated south of Nolton Stables.

The proposal includes a car park with 12 spaces and the retention of an existing shepherd’s hut, designated for holiday accommodation. The applicants intend to ensure that the income generated from these new holiday facilities would represent a minor enhancement to the overall revenue from their ongoing agricultural operations across four nearby farms.

Farm diversification strategy

The Owens have historically diversified their farm activities by incorporating a pony trekking service and zorbing experiences into their business model. However, the pandemic forced them to halt these ventures, resulting in a decline in income and job losses in the Nolton community. Previously, the applicants operated a campsite under the Camping and Caravanning Club for over five years, alongside hosting an outdoor cinema for up to 28 days each year.

Challenges faced in the application process

The proposed development encountered significant obstacles that ultimately resulted in its rejection. The Pembrokeshire Coast National Park authority highlighted a lack of adequate information to demonstrate compliance with the farm diversification policy as a key reason for the denial. Furthermore, the authority pointed out that the proposal lacked sufficient details to evaluate its potential impact on the existing landscape and seascape character of the area.

Environmental and logistical concerns

Environmental implications of the proposed development have raised significant concerns. The applicants did not supply adequate data regarding the feasibility of managing foul water treatment and mitigating potential surface water flooding risks associated with the project. Additionally, the proposed site is located within a designated mineral safeguarding zone, which requires evidence that no alternative locations would be suitable for the development and that there is an overriding need for such an initiative.

Future plans for the Owens

Following the rejection of their holiday development proposal, the Owens are considering new opportunities for their business. They are exploring the possibility of converting a building within the Nolton Stables complex into a wedding venue. This venture could not only generate additional income but also benefit the local economy. Their history of diversification indicates a proactive approach to adapting their business model in response to evolving circumstances.
