The floodwaters reached a remarkable 8 feet in the cellar, with an additional foot of water rising through the floors of the building, located near Chepstow Road and Victoria Avenue.

“I don’t feel good. I feel helpless and am struggling to deal with what’s happened but have to keep it together,” he stated, highlighting the emotional toll the incident has taken on him.

The Galleria Centre, formerly known as the historic George Hotel, housed eight independent businesses now facing significant challenges. “We’re devastated,” said Payne. “The building has been evacuated, and all utilities have been shut off due to contamination from both water and sewage. The entire facility will require extensive cleaning and sanitization before it can be reopened.”

To support the affected businesses, Payne announced that his holding company, S Payne Holdings, owns another property nearby. He is dedicated to providing these businesses with alternative space to continue their operations while managing the extensive cleanup process. “We had anticipated some flooding, as the council has a history of neglecting drain maintenance. However, this situation exceeds our worst fears. It is disheartening to see our community outlet, intended to support startups and independent shops, in such disarray,” said Stephen Payne.

He described the alarming scene of water creeping up the walls, prompting him to call for assistance. Two fire crews from Tonypandy responded to the situation, but their arrival was delayed due to multiple emergency calls throughout the area.
