According to Enda McGarrity, a solicitor representing the Northern Ireland Covid Bereaved Families for Justice (NICBFFJ), the report issued by Baroness Heather Hallett serves as a profound indictment of the political landscape during the pandemic. McGarrity stated, “The report vindicates our long-held belief that the approach of many elected representatives was marked by petty party politics rather than genuine concern for public health.”

Baroness Hallett’s report highlighted critical periods during the pandemic, particularly in March, as the first wave emerged, and again in October, when the second wave took hold. During these times, divisive political debates over school closures and lockdown measures led to numerous leaks from Executive meetings, complicating the decision-making process. The inquiry concluded that such dysfunction should never be repeated.

Among the recommendations is a proposal to amend the ministerial code, enforcing confidentiality among ministers regarding discussions held in meetings. The report also called for a review of the powers delegated to the First and Deputy First Ministers, enabling them to effectively coordinate responses during emergencies.

Urgency of implementing reforms

First Minister Michelle O’Neill acknowledged the importance of learning from the pandemic experience. She stated, “It is crucial that we reflect on the lessons learned and make necessary improvements in our emergency planning and response capabilities.” In light of the inquiry’s recommendations, O’Neill emphasized the need for collaboration with key stakeholders to ensure a more robust approach in the future.

Opposition leaders, such as Matthew O’Toole from the SDLP, have also voiced concerns regarding the lack of political leadership at Stormont. He remarked that the report underscores the need for substantial institutional reform to enhance governance and decision-making processes, ensuring that similar failures do not recur.
