Mark Hooper, the newly appointed Deputy Minister for Transport in Wales, has been in his role for just over a month. In that short time, he has already made significant strides in addressing the country’s transport issues. Elected as a Member of the Senedd for the Pen-y-bont Bro Morgannwg constituency, Hooper brings a wealth of experience to his new role. A former town and county councillor, he joined Plaid Cymru in 2016. His appointment on May 13 comes at a critical time for Wales’ transport sector.
Addressing Wales’ Transport Challenges
Hooper acknowledges the complexity of his new position. It’s a really challenging opportunityhe stated during a recent tour of south and mid Wales. The last few weeks have been a whirlwind, but he is determined to make a long-term difference.
The Welsh Government has previously halted new road projects to conduct a comprehensive review. However, this moratorium was lifted in 2026 following the resignation of First Minister Mark Drakeford. Hooper is open to all solutions, emphasizing the importance of data and evidence in decision-making.
The M4 Congestion Conundrum
One of the most pressing issues is the congestion on the M4 in southeast Wales. Hooper describes this section as one of the most constrained and heavily used transport corridors in Wales. Previous interventions have had limited impact, and the corridor continues to operate beyond capacity, particularly during peak times.
Hooper has ruled out the controversial Black Routea proposed 14-mile, six-lane stretch of motorway south of Newport that would cost over £1.5bn. Instead, he has announced a short, focused programme of work to explore realistic options across road, rail, and bus interventions. This includes targeted measures to improve flow and resilience on the existing road network and better integration between strategic and local transport systems.
Public Transport Alternatives
Accelerating public transport alternatives is a key focus for Hooper. He aims to entice more people away from their cars and onto trains or buses. However, this goal faces challenges, such as the recent opposition from Great Western Railway to Transport for Wales’ plans to run more train services to Bristol.
Hooper is keen to engage with Heidi Alexander, the UK’s Secretary of State for Transport, to advocate for Wales’ interests. I am arguing on behalf of three million peoplehe stated, emphasizing the importance of collaboration with the UK government.
Improving Public Transport Reliability
Despite criticism, public transport in Wales can and does work, according to Hooper. He highlighted his own experience using public transport, stating that he had taken four trains and two buses, all of which were on time. However, he acknowledged the need for more consistency and is committed to making public transport a priority.
The Menai Strait Dilemma
The ongoing issue of crossing the Menai Strait is another major challenge. Work on the Menai Suspension Bridge will now extend until spring 2027 due to further setbacks. The bridge has been subject to weight restrictions and frequent closures, causing significant disruption.
Hooper is progressing recommendations from the North Wales Transport Commission, which include proposals for wind deflectors on Britannia Bridge to reduce weather-related disruption. He is also exploring options for a third Menai Crossing to alleviate pressures on the existing routes.
Investing in Sustainable Transport
Hooper recently supported the launch of 30 new TrawsCymru buses in Aberystwyth, representing a significant investment in sustainable, inclusive transport. Wales currently has the oldest fleet of buses in the UK, and this investment is a step towards improving the country’s public transport infrastructure.
Transport plays a key role in supporting economic growth by helping people access work, education, and other services. Hooper is excited about building on Wales’ existing transport connections with a fleet of new, modern, accessible vehicles designed for comfort and sustainability.
