Holmes disclosure reader role in Counter Terrorism Policing West Midlands

Play a central role in major investigations by managing disclosure material and coordinating with the SIO and CPS

Holmes disclosure reader role in Counter Terrorism Policing West Midlands

The West Midlands Counter Terrorism Unit is recruiting a dedicated professional to join Counter Terrorism Policing (CTP) West Midlands in a role focused on managing and certifying investigative material. This is a full time position based in Birmingham, graded at Grade 6 with a salary range of £38,169 – £44,700.

The successful candidate will operate within the unit’s Major Incident Room (MIR) and will be integral to turning raw investigative material into structured, actionable information for operational teams and prosecutors.

The appointed officer will work at the intersection of operations, legal teams and external agencies.

This role demands meticulous attention to detail and familiarity with disclosure regulations and systems. You will process statements, documents and interview material, prepare comprehensive disclosure documentation and act as a point of liaison between investigators, the Senior Investigating Officer (SIO) and the Crown Prosecution Service (CPS).

Attendance at case conferences and court hearings will also form part of the duties.

Role responsibilities and daily tasks

The postholder will read and review all material submitted to the MIR, identifying lines of inquiry and logging actions for investigators. A core responsibility is producing clear, accurate summaries of documents and interview transcripts to support the disclosure process and the work of the prosecution team. The role involves identifying items that must be indexed, cross‑referenced or fast‑tracked and ensuring urgent actions are escalated appropriately. Maintaining an up‑to‑date picture for the SIO is essential, as is tracking returned tasks to ensure they are correctly completed and noting any new issues that arise.

Disclosure, certification and legal liaison

The successful candidate will take responsibility for examining and certifying material compiled across all disciplines within CTP West Midlands, including third‑party records. You will prepare an ethical and defensible disclosure schedule for the Prosecutor using recognised headings and formats, in line with the rules governing disclosure. Advising the SIO and the CPS on sensitive items, continuity concerns and material that may both assist or undermine the prosecution will be part of your remit. Where necessary you will edit material for sensitivity in accordance with disclosure rules and support arrangements for Defence review of disclosure material.

Working with prosecutors and court attendance

Regular liaison with prosecuting counsel and the CPS is required to discuss unused material, justify sensitivity classifications and resolve public interest immunity (PII) issues. The role includes representing the SIO at case conferences and ensuring that disclosure and exhibits are handled correctly during pre‑trial planning. You must be prepared to attend court and provide evidence about the disclosure process and material handling when called upon.

Skills, knowledge and experience required

Applicants must demonstrate relevant investigatory experience and solid understanding of MIR standardised administration procedures. Detailed knowledge of the Criminal Procedures and Investigation Act 1996, associated Codes of Practice, Rules of Court and other regulations is essential. Experience with covert investigations and sensitive disclosure handling is required, reflecting the role’s classification as a sensitive disclosure officer. Practical familiarity with the HOLMES database and the HOLMES Disclosure Module is also a must.

Desirable qualities

Preference will be given to candidates who can work independently with minimal supervision and who have experience compiling clear, logical disclosure schedules that support effective prosecution. Strong communication and negotiation skills are essential, as is the ability to manage competing demands across simultaneous operations to keep enquiries efficient and focused on current lines of inquiry.

How to apply and next steps

To apply, candidates should follow the application process on the West Midlands Police careers portal where the vacancy is listed. The recruitment page provides further details about the role and the selection process. Candidates should ensure their application highlights demonstrable experience with disclosure processes, use of HOLMES, and previous work supporting major investigations. Shortlisted applicants will be invited to interview and may be asked to discuss specific examples of handling sensitive material and coordinating with the SIO and CPS.

Final note

This position offers the chance to make a direct contribution to public safety by ensuring that investigative material is managed, assessed and disclosed in a way that upholds legal standards and supports prosecutorial decision making. If you are committed to meticulous case management and have the necessary technical and legal knowledge, this role within Counter Terrorism Policing West Midlands provides a meaningful platform to support complex, high‑profile enquiries.
