Attending a local college
You may want to consider HR professional development training at a local community college on a part-time basis. Some of these HR training courses form a part of a life-long learning programme or the like.

Since this is designed for working adults, classes are often held on late evenings or in the night. Payment of fees is often negotiable and therefore, you can arrange for an instalment programme that suits you. This can indeed, be an ideal way to continue working while advancing in the education of HR services.

Learning through long distance
If you are unable to physically attend classes, consider HR management courses offered under long distance education programmes. Some local universities offer ‘open courses’ for such personnel training. Now you can take your education right in the comfort of your own home. You may also sign up under a college that provides long distance education. Since you do not have to learn at the institution itself, its location does not matter. Again, payment can be flexible and negotiable. If the current instalment programme does not suit you, write a letter to the person-in-charge and see if your appeal can be approved.
Learning on the web
An alternative to the conventional long distance programme is e-learning or learning through the web. If the former is simple, the latter will prove to be even more hassle-free. Now you can sign up for online training in HR management jobs, make your payment and begin immediately. You will submit assignments or homework via email and have them corrected by tutors or lecturers assigned to you, before being returned to you. This is in fact, how you will often communicate with the same tutors. Of course, a sophisticated company will have an online dashboard or interface through which you study and interact. As with the other methods of learning, you are awarded an official certificate upon successful completion of your studies.
