Starting this season, fans will have the opportunity to gain deeper insights into the rationale behind key match decisions through direct quotes from referees and video assistant referees (VARs).
This initiative is part of a broader effort by the Premier League to foster a more open and informative environment for football enthusiasts. By sharing the full judgements made by the Key Match Incidents (KMI) Panel the league aims to provide a comprehensive understanding of the evaluation process behind critical match incidents.
The Evolution of the KMI Panel
The KMI Panel, established during the 2026-23 season, has been instrumental in assessing major incidents such as penalties, red cards, and offside decisions. Comprised of three former players or coaches, along with representatives from the Premier League and Pro Ref, the panel evaluates each decision based on the laws of the game and the Premier League’s expectations for refereeing standards.
Until now, the panel’s judgements have been kept private, although there have been instances of information being leaked by clubs. The decision to publish these judgements publicly marks a significant shift towards greater transparency. The panel’s assessments will be made available weekly on the Premier League’s website and app, providing fans with detailed insights into the decision-making process.
Direct Communications from Referees and VARs
In addition to the KMI Panel’s judgements, the Premier League will also publish selected direct quotes from referees and VARs. These quotes will be shared on the Premier League Match Centre account on X, as well as on the league’s website and app. This initiative aims to provide fans with a clearer understanding of the rationale behind specific decisions, including why a referee made a particular call or why the VAR chose not to intervene.
The expansion of the RefCam system will allow for the broadcast of audio between referees and players. While this audio will not be broadcast live or include conversations between referees and VARs, it will be used in-game one or two times per match round. This new feature is expected to provide fans with a unique perspective on the interactions between players and referees.
Lobbying for Greater Transparency
The Premier League and Pro Ref are actively lobbying the International Football Association Board (IFAB) to allow for more VAR communication to be shared with the public. While current restrictions prevent the live broadcast of VAR discussions, the league is hopeful that these efforts will lead to further enhancements in transparency.
