Brits could be granted ‘freedom passes’ if they test negative for Covid twice a week. An electronic form, which may be a QR code, would serve as proof that they had been regularly tested. The pass would permit holders to live a life as close to normal as possible.

The scheme will be unveiled by Boris Johnson on Monday at the same time as he launches the Government’s Covid Winter Plan.

The Prime Minister will set out the restrictions to replace the national lockdown ending on December 2 and detail how people can spend the festive period in the Winter Plan.

Despite the fact that families may be able to spend their Christmas together, ministers have declared that the festive season will be different to normal, with some restrictions expected to remain in place. On Thursday, ministers will decide what tier each area will be placed into and MPs will vote on whether to approve the new system in the days before it comes into effect on December 2.

Providing vaccines are approved by regulators, restrictions will gradually be lifted from now onwards, with the vaccine rollout set to begin next month before a wider programme in the new year.
