Shaw, representing Theydon Bois with Passingford, expressed surprise at the backlash, explaining that the photo was taken at his son’s birthday party with a musical stars theme.

The controversy has raised serious questions about Reform UK’s vetting process. Holly Whitbreada Tory Epping Forest councillor, condemned Shaw’s “disgusting behaviour” and joined the calls for his resignation. She tweeted, “This raises yet more serious questions about Reform UK’s vetting process… or lack of one.”
Shaw is not the only Reform UK councillor to face such allegations this month. Derek Wunderleyelected to Bolton Council in May, also faced backlash for a photo of him in blackface, taken around 40 years ago but posted in 2026. Wunderley apologized, stating that he was dressing up as an act in the pop group The Driftersand acknowledged that such behavior is not appropriate by today’s standards.
Nigel Faragethe leader of Reform UK, has previously criticized the use of blackface.
