With more than one billion internet users, the world’s largest digital identity system, the rapid expansion of Unified Payments Interface (UPI), widespread Aadhaar adoption, and the rollout of 5G services, the country has created an unprecedented digital public infrastructure. However, this transformation has also created an equally unprecedented cyber threat surface.

The latest Cyber Shikshit Bharat: Building a Cyber-Resilient India report paints a stark picture of this emerging reality. According to the report, India experienced more than 265 million cyberattack attempts during 2026, while cybersecurity systems detected nearly 369 million malware instances across 8.44 million digital endpoints. CERT-In alone handled over 29.44 lakh cyber incidents during the year, underlining the enormous scale of cyber threats confronting the country’s digital ecosystem.

The Rising Threat of Cyber Warfare

Cyber warfare, cyber espionage, and cybercrime are becoming inseparable from economic competition and geopolitical rivalry. The report argues that cybersecurity must no longer be viewed merely as an information technology function but as a pillar of national security and economic resilience. India’s expanding digital footprint, including UPI, Aadhaar, and nationwide digital infrastructure, has substantially increased its cyber exposure.

Every additional digital service, cloud platform, connected device, and public-facing application enlarges the country’s attack surface. The report positions the Cyber Shikshit Bharat initiative as an evolution of earlier cybersecurity awareness programs, focusing not only on cyber literacy but also on skills development, critical infrastructure protection, and indigenous cybersecurity innovation.

Critical Infrastructure and Cyber Threats

Critical infrastructure occupies a central place in the report’s threat assessment. Power grids, telecom networks, transport systems, and government digital platforms have become attractive targets because disruption of these sectors can have cascading economic and national security consequences. The report notes that government entities experienced a 138% increase in cyberattacks between 2019 and 2026, a trend that has continued into 2026.

The report also examines India’s Digital Personal Data Protection (DPDP) Act, 2026, acknowledging it as an important milestone while arguing that several implementation challenges remain.
