In Knowsley , in Merseyside, which has been under the strictest Tier 3 restrictions since the three tier system was announced on Monday, October 12, he case rate has dropped from 664.2 to 553.5.

The 16 places heading into Tier 2 are East Riding of Yorkshire, Kingston-Upon-Hull, North East Lincolnshire and North Lincolnshire, Dudley, Staffordshire, Telford and the Wrekin, Amber Valley, Bolsover, Derbyshire Dales, Derby City, South Derbyshire, High Peak; Charnwood, Luton, Oxford City.
Blackburn with Darwen still has the highest rate in England, with 803.6 cases per 100,000 people, up from 576.5 cases per 100,000 the week before.
