David Sullivan Steps Down Amidst Serious Allegations of Misconduct

The Independent Football Regulators (IFR)established in July 2026, is tasked with ensuring the financial stability and integrity of football clubs. The regulator has the authority to investigate and take action against unsuitable owners and directorsparticularly when clubs face crises.

In light of recent allegations, the IFR is expected to scrutinize David Sullivan‘s role at West Ham.

Sullivan, who made his fortune in pornography, newspapers, and football, is facing allegations from women who were young models seeking work at his Daily and Sunday Sport newspapers.

These allegations span several decades and have prompted a serious response from both the Metropolitan Police and the Department for Culture, Media and Sport (DCMS).

Allegations of Misconduct

One woman, identified as Florence, recounted an incident in 1999 when she visited Sullivan’s Essex mansion for a business meeting.

She alleged that Sullivan asked her to strip down to her underwear and then made inappropriate advances. Florence described feeling forced into a situation she did not want to be in, with Sullivan making crude comments about her potential modeling career.

Another alleged victim, Sacha Wall, who chose to be named, described a similar encounter in 1998. Wall alleged that Sullivan locked her in a room and made explicit demands after she refused his advances. Both women’s accounts paint a disturbing picture of Sullivan’s behavior.

The Fallout

In response to these allegations, Sullivan stepped down from his role as joint chairman of West Ham. In his resignation statement, he denied the allegations, describing them as factually incorrect and entirely false. Sullivan stated that he intended to focus on defending himself against these decades-old allegations.

The Metropolitan Police and the DCMS have both expressed their concern over the allegations, emphasizing the need for thorough investigations. The DCMS spokesperson highlighted the government’s stance against workplace harassment and abuse of power, stressing the importance of supporting victims.

Tony Livesey, the former editor-in-chief of the Sport newspapers and now a BBC Radio 5 Live presenter, has been mentioned in the allegations. Livesey denied any involvement in the scenarios described by the alleged victims, expressing sympathy for any victims but rejecting the accusations against him. He has stepped back from his radio show pending further consideration of the matters raised.

The IFR’s Role

The IFR will consider various factors when assessing Sullivan’s suitability, including his honesty and integrity. If the regulator finds grounds for concern, it may open an investigation into Sullivan’s role at West Ham. This development underscores the seriousness of the allegations and the potential impact on the club.

As the situation unfolds, the focus remains on the alleged victims and the need for a thorough and fair investigation. The outcomes of these inquiries will have significant implications for Sullivan, West Ham, and the broader football community.
