Lynch, the chief executive of the West Belfast Partnership Board has a notable background as a community activist and a former IRA prisoner. His conviction in 1993 for conspiring to murder an RUC officer or civilian had raised questions about his appointment, but Minister Archibald insisted that the appointment process was followed rigorously.
